I agree & apologize for any miscommunication. I also was a systems analyst in another life (LOL) and so saw what you were trying to do, as I've done it myself.

We weren't misunderstanding that you were going to host your own site, but rather suggesting a local server that you could use to install a local version of the ecommerce pkg we are using for the PSU stores. The one I see used most by the joomla folks is called XAMPP (finally spelled it right)

Although, joomla mentions an alternative, WAMP, here:

Using PHP, MYSQL and APACHE, you could build your store in the same environment as how it will be hosted, and keep problems/necessary changes to a minimum.
