There are two options.

1) Only use fast checkout. You will then edit shop.cart.tpl.php to remove the checkout link to the normal virtuemart checkout


2) The list payment method screen has to show to generate the google checkout payment button. When their is only one payment method selected this screen is skipped.

Edit the file list_payment_methods.tpl.php and commented out the other payment options.

Look for
$ps_payment_method->list_nocheck($payment_method_id, false);
$ps_payment_method->list_bank($payment_method_id, false);
$ps_payment_method->list_paypalrelated($payment_method_id, false);

Change it to

//$ps_payment_method->list_nocheck($payment_method_id, false);
//$ps_payment_method->list_bank($payment_method_id, false);
$ps_payment_method->list_paypalrelated($payment_method_id, false);

Now enable a second payment option like Cash On Delivery. The payment module is enabled but it doesn't show because the above code calling it is commented out.

For option 1, how exactly do you "edit shop.cart.tpl.php to remove the checkout link to the normal virtuemart checkout"? I am not sure which line(s) to remark out. Just want to be cautious with editing codes.
