Effective Date: July 9, 2008
Beginning July 9, 2008 the PayPal User Agreement is being amended as follows:


Section 4.3 is amended to read as follows:

4.3 Use of PayPal on eBay. Sellers who offer PayPal as a payment method in their eBay listings must follow these requirements:

Accept PayPal if the eBay listing includes PayPal as a payment method.

Accept all PayPal funding sources from a buyer, including but not limited to eCheck and credit cards.

Have a Premier or Business account or be willing to upgrade to a Premier or Business account upon receipt of a payment.

Accept international PayPal transactions if the eBay listing offers shipping outside the US.

Sellers may not charge a surcharge for accepting PayPal as a payment method.

I have had a business account with them for years but was curious to find out if anyone had been forced to upgrade yet?

Does it not mean that if you have a personal account, you will need to upgrade to a Premier or Business account if you want to receive credit card payments?

VisionQuest: The way I took it was if you sold on eBay PayPal could require you to upgrade your personal account to a business account or premier business account to receive funds from that sale.

I think if you are selling off-site or other auction venues you are probably ok for now doing what you have been doing.

But since this went into effect July 9th, I wondered if anyone had been required to updgrade to receive funds from an eBay/PayPal transaction.

I thought this had been the case for quite some time....but then again, I've never used Paypal, but did read through the agreement in order to sell on eBay. I thought business/merchant upgrade was required in order to accept CCs....so anyone can still have a personal Paypal account and sell elsewhere? How is payment received on auctions, just straight Paypal transfers of funds?

I was forced to upgrade my paypal account. I had 2 accounts one personal and one business. I only used the business one if someone wanted to pay with a credit card or for international buyers. I always used the personal one for ebay, and then when someone sent me a credit card payment, I could not decline it, was forced to upgrade and pay the fees. I then closed that account, why have 2 business accounts. Just more ways for the ebay cash cow to make money

To accept credit card payments adds an expense to PayPal as they have to pay a fee to Visa or Mastercard per transaction. They will not do that so have to charge YOU to cover their added expense. Simple economics.

When I use paypal to pay for auctions, it comes out of paypal funds first, then instant transfer from bank account and cc last. Some people use eCheck (they hold the funds on this until it clears though so it takes longer)

I suppose it all matters on how you have your paypal account set up to disburse funds from it.

As far as cc charges go I'm ok with paying a reasonable fee but when I sell something for .99 cents (because sales on ebay are that slow) Paypal takes .39 cents of it for fees.

My fleamarket that I sell at charges me for cc fees anytime someone uses a credit card to pay for my stuff there my last two weeks charges was .39 cents.
