You are right.
I have part of my own web site so people can buy with PP tho probably 80% are using GC now. I also have eC where they can use PP.
NONE of my OFF eBay PP payments have had any glitches / issues. I think maybe 1 eCheck last winter took a couple of days longer to clear than usual, but that's it.
Could it be that they realize that OFF eBay we have CHOICES if they screw up, but on eBay you are tied to their insane rules ??!!!!!

I think you hit the nail on the head.
Still it's amazing just how many 'glitches' PP
has, that let them keep people's money, to earn interest off of.
Wheres the FTC and the DOJ on these PP scams?

That's another reason I preach what I do.
Since the government wont do anything about the eBay
and PP fraud perpetuated by BOTH these companies.
We as consumers, have to do it by NOT supporting these criminals any longer.
Sad really, when you think about how high up the corruption goes.
I know for certain that there are thousands upon thousands
of official complaints to the DOJ and the FTC.
Yet little or nothing is being done.
It's as if some very top officials have been paid off to turn a blind eye.
Kind of like the whole financial mess we are now facing,
due to the same thing.
Not enforcing current laws and protecting the consumers.
I wonder why they are not?
Oh.. and I hope RL goes with GCO too. |

Islandpainter, This is exactly what we're going through too.
PayPal said 2 days ago that its their top priority to fix the problem, but we keep getting notifications of more of these unclaimable payments each day. And they won't respond to customer support requests. |

Thats a dirty trick, isn't it? But at least it worked.
Some Australians tried that last week, but even upgrading the paypal account is not working over here for us. One powerseller reported that Paypal customer support told them that the `blackmail email' was intended for US and UK sellers only, and that it was sent to Australians by mistake. So basically we still have no way to access our funds. |

Try calling paypal directly (you probably already have), and ask them to release your payments to you on a temporary basis. If they agree, they will place money in your acct until the real payments come through.
That way you can mail out your packages without worrying about people cancelling their payment because they can't cancel their payment when this process is in motion. That worked for me, but I also upgraded my acct.
The toll free # for paypal is (888)221-1161. I hope this helps you untangle the mess.  |

Ebay posted an Australian number for Paypal when they finally announced the glitch. But we just couldn't get through to it. Most Australian sellers are in the same boat, and many have multiple transactions that are affected amounting to hundreds or thousands.
The people who even got through on that number said it took hours of waiting on hold and so far noone's had any money come through.
So I guess we'll wait to see if anyone has success and we'll do whatever they did.

At some point during the week of October 19, PayPal's system experienced a glitch involving eCheck payments made to eBay sellers. PayPal has been holding the payments captive ever since - and the glitch appears to be ongoing. Sellers are concerned about not being able to access their money, and are also worried whether buyers would be able to cancel orders for items already shipped. If they don't ship items because they have not received funds, sellers are concerned buyers will ding their reputations - especially since eBay has failed to publicly report the problem.
Sellers who experienced the problem say PayPal initially sent a "claim this payment" email, which PayPal has called an error in a forum post on the eBay discussion boards (11 pages as of Monday morning). PayPal spokesperson Michael Oldenburg told AuctionBytes on Wednesday it was a "known issue" and that he would have more information about it on Thursday. PayPal has yet to respond to follow-up inquiries, and was still sending erroneous "claim this payment" emails as late as October 30, 2008, about a week after the problem first surfaced.
The letter asks recipients to complete a special form, informing them they are one of PayPal's high-volume customers. "We ask PayPal users who receive more than $10,000.00 USD per month to complete our Supplemental Merchant Information form." It directs recipients to https://www.paypal.com/us/MERCHANT.
The letter may be related to new IRS reporting requirements that was part of legislation passed into law in July. In August, PayPal had told merchants it would be required to report to the IRS the total payment volume received by PayPal customers in the U.S. who receive more than $20,000 in payment volume in a single year and receive more than 200 payments in a single year due to the Housing and Economic Recovery Act of 2008. However, many recipients of the PayPal letter say they do not fall under the requirements outlined in the letter.

That number will get you to the customer service but you will wait for too long to actually get through. Try this list of hot numbers http://www.screw-paypal.com/paypal_contact_information.html .
They are not all toll-free but you may get better results and get through quicker to the right person (without having to repeat your story 5 times). Good luck.
