eBay To Expand Allowed Payment Services In 2009

eBay spokesperson Usher Lieberman said eBay would allow additional payment services on its site next year. The company had announced earlier this month a ban on all but PayPal, credit card merchant accounts, ProPay and payment upon pickup in most categories beginning in late October 2008.

But in January 2009, eBay will integrate all of the approved electronic payment methods into eBay checkout. According to eBay's current Accepted Payments policy, here's a list of approved methods:

Payment Services permitted on eBay: Allpay.net, cash2india, CertaPay, Checkfree.com, hyperwallet.com, Moneybookers.com, Nochex.com, Ozpay.biz, Paymate.com.au, Propay.com, XOOM

Here's what Usher wrote: "eBay is working closely with the other payment vendors currently included in our Accepted Payments Policy to include them in the permitted electronic payment methods on eBay.com in early 2009. To be included, they must meet fraud, information security and uptime standards, and complete the needed product development work to integrate into eBay Checkout. Only ProPay was able to meet these requirements in time for the October payment changes. We hope several others will meet the requirements by early 2009."

eBay is banning paper payments. However, provided the seller has not solicited paper payments, they could - upon buyer request - accept them.

With regard to seller concerns over how eBay will enforce its ban on paper payments, Usher supplied the following information from John McDonald, Senior Director of eBay Trust & Safety:

When the payment changes go into effect in late October, a seller cannot in any way solicit check or money order payment from a buyer. This is considered "abuse of the payments policy". eBay will take action against such abuse. One way we will detect abuse is...
